Summary:

The European Commission has announced plans to change design laws affecting “visible” replacement car parts, to make it easier for independent manufacturers to make and sell such parts as car bonnets, bumpers, doors, lamps, windscreens and wings.

The Commission will introduce a “repairs clause” to the designs Directive, to allow independent parts manufacturers to make and market visible car parts throughout the EU for repair purposes and to restore the original appearance of the car.

It is estimated that the after sales market for such parts in the EU is worth around €10 billion per year.

The proposal does not affect non-visible parts, such as engines or other mechanical parts and does not apply to components used to make new cars. Neither does it affect safety or quality issues, which are covered by different laws.
